Hon. MARINA BERLINGHIERI on #GenderMainstreaming

Hon. Berlinghieri has been elected in #Brescia to the Italian Parliament and Vice-President of the Parliamentary Commission on European Union Policies. She was born in Pisogne (BS) and has been actively advocating for gender equality and offering opportunities to the youth since 1989 when she was active in different associations.

During our meeting with Hon. Berlinghieri, she spoke about Article 8 of the Treaty on the Functioning of the European Union (TFEU) and how it gives the EU the task of eliminating inequalities and promoting equality between men and women in all activities -also known as gender mainstreaming or integration of the gender dimension.
Hon. Berlinghieri emphasised that these principles and values are achievable only if in institutions and decision-making roles, there is a balanced representation of all genders, which should not only be sought, but also favoured. She added that strengthening democratic institutions and their legitimacy is one of the fundamental goals of the EU but that this can only be achieved if there is more homogeneity across Member States. Therefore, Hon. Berlinghieri argues that in the same way policies of economic cohesion have been pursued to ensure a reduction in the development gap among member countries, it is now necessary to propose an instrument that ensures a common approach and a constant effort by all States to achieve equal representation, equal opportunities and overall equality in all spheres of social and economic life.

To this end, Hon. Berlinghieri endorses and strongly advocates for the establishment of a “Council for Gender Equality,” whose mission would be to guarantee women's rights and equal opportunities in Europe and to ensure the application of a gender approach to all EU’s policies, providing cross-sector indicators and also independent ex-ante and ex-post impact assessments.
